Development cooperation
Development cooperation is resolutely committed to eradicating poverty, particularly in the least developed countries. It is based on the key principles of reliability, commitment and competence. Its actions are conceived in the spirit of sustainable development understood in its social, economic and environmental aspects - with men, women and children at its centre. Its priority is to implement the Sustainable Development Goals by 2030.
A precise geographical strategy for effective collaboration
From a geographical point of view, in the interests of effectiveness and impact, Luxembourg's Development Cooperation is pursuing a policy of targeted action in a limited number of partner countries. The geographical concentration of the Luxembourg Development Cooperation takes into account the United Nations Development Programme's (UNDP) human development index as well as considerations relating to the regional approach and situations of fragility. Five of the six partner countries are in sub-Saharan Africa, and the other is located in Asia.
Our partner and project countries
Our partner countries include Cabo Verde, Senegal, and Laos.
In addition, Luxembourg supports projects in eight "project countries", including Costa Rica, El Salvador, Kosovo, Benin, Rwanda, Burkina Faso, Mali, Niger, Mongolia, Occupied Palestinian Territories1 and Vietnam.

Partners of the Luxembourg Development Cooperation
As part of its development cooperation policy, the Luxembourg Development Cooperation is constantly working with various partners, focusing on bilateral cooperation with developing countries and also supporting projects in "project countries". The majority of bilateral projects are implemented by LuxDev, but other entities such as ADA, Caritas, Proman and SOS Faim are also mandated by the Ministry. The Luxembourg Development Cooperation maintains relations with several multilateral organisations and development NGOs, contributing either through overall financial support or by participating in the funding of specific projects.
