Luxembourg's development cooperation programme attaches great importance to civil society organisations as fully fledged development players.
Evaluation as a tool for managing, tracking and monitoring projects or programmes to which the ministry has contributed financially is integral to the conventions, agreements, contracts or mandates, and general terms and conditions governing relations between the ministry and NGOs. The NGOs' activities are regularly evaluated within this framework.
